Um, actually since they got elected, they ARE the Palestian government, for whatever that entails.
The issue is not really logic with these people. Its about violence, power, and hate.
They hate Israel and it is part of their charter to destroy it. Hence the violence against Israel.
Fatah represents a rival group amongst the Palestianian Arabs, hence the infighting to get control and power.

Looking at big picture of the Middle East, we can see why there is fighting within the Palestinian groups.
Israel master plan for the right to Palestine to exist is to delay any peaceful resolution that will end up with a viable Palestinian state.
Israel withdrawal from Gaza was a 1st step toward a Palestinian civil war and to make sure of the civil war they demanded a Palestinian election. Hamas was not ready to lead a political government and Hamas strategy is based on the opposition of the Oslo's agreement. The Israeli knew that Hamas will win the next election because Israel have weaken the Fatah government and most Palestinian will not vote for a weak party.
Hamas Vs. Fatah led to Mecca understanding to create a national government where Hamas must honer all the agreement signed by the former governments and leave the negotiation part with Israel to the PLO and any agreement with Israel must be voted on by the entire Palestinian people.
This agreement did not go well with the Israeli planers so they started the new stage of attacks on all sides.
What is going on in Palestine remind us of what was going on in the old South Africa. We all remember when the South African government called for the Creation of black state for the Zolo and civil war which took place between the native south Africans. Thank God it did not work in South Africa.
The Israeli gaza plan is the South African Zolo plan. Did it work in South africa. Why should it work in Palestine?

Since 1948 I couldn't find some clear numbers,but since 2000 until 31.05.2007 according to the Israeli human rights organization B'tselem there were 4058 Palestinians killed by Israeli security forces and 41 killed by Israeli civilians...there are 370 Palestinians killed by Palestinians...

Actually, the Muslim terrorists in Gaza seem very effective at eliminating one another. In the last 24 hours Arabs have murdered over 50 other Arabs in Gaza.
Their newest tactic is to tie up a fellow Muslim and throw him off a skyscraper.
Perhaps they are doing the work for the West.

Lebanon has now attacked a Palestinian refugee camp, and Hamas are busy killing many Palestinians. There is always in-fighting between these extremist terrorist groups and Palestinians.
One interesting thing: when Israel defends herself from Palestinian suicide bombers, the world screams in anger.
But now Lebanon and Hamas are killing many Palestinians and the world is strangely silent.
Since 1948, the majority of Palestinians have been killed by their own people, yet this fact is always ignored.

That whole area and way of thinking is illogical,they use religion as an excuse to fight wars for territory and have been doing this for thousands of years but with the advancements in technology that the israeli army has over them now it does seem pretty stupid.
