Cool blocks, or one of those really easy wooden puzzles.. a cute book, especially with characters you know the child likes (Curious George? Elmo? Pooh, Tigger? etc.).. big cars or trucks... Oh, my son got a dump truck around his first birthday and he totally went crazy for it and still loves it at age 2. As another answerer said, push toys are great too if he doesn't have one already - toy lawnmower, etc. Actually, I'd say almost anything with wheels is sure to be a hit.
There's always stuffed animals, too, but I'll tell you we have accumulated a *TON* of those, some are just sitting in the closet; they don't do much, and you can only play with so many! If you're going to go the stuffed animal route, it's cooler if it sings or talks or does something (like, we have a Tigger that says "I'm gonna BOUNCE!" and laughs and bounces - we got some use out of that).

Leap Frog makes this great magnet set ($17) that teaches the children the letters of the alphabet and sings songs. My son loves it. I'll provide a link.
Another fun one is the Playschool busy ball Popper that blows toys balls into the air, it's fun as well.

Something that he can walk with. Something like a turtle toy or some other toy, that he can pull while walking. If the toy makes a noise then it would be even more attractive.
This is the age when children learn to walk or develop a stable walking posture. Giving a toy that encourages children to walk will help their growth.

Check out the Toys R Us website. Lots of ideas there for specific age groups. My kids loved the Leap Start musical table I got them. Choose something educational.

There are tons of things for one year old boys...My son is 14 months old and he loves, anything he can push., even though he has been walking for over three months now, he still love to push things.....a big truck with a handle, a toy lawn mower, a standing up walker they can push... Also there are oversize train sets that are for toddler and there are really nice and affordable, cars is always a hit...

When my friends' twins turned 1, I gave them painting soap. It's tubes of very colourful semi-liquid soap that they can paint themselves and each other and the bathtub and the tiles on the wall with. Then when they are all red and yellow and blue, you can just wash it off. I still have the pictures showing how much they enjoyed it. They can mess around but leave no mess behind.

Maybe some easy books for him to read. Those Leap Frog books are great for kids. A toy is always good.

Stacking blocks, leapfrog games for babies, my daughter has a cool table that has abc's, numbers, colors, fruits and a cereal bowl in the middle, it is made by fisher price, it is good from 6mo to 3years...she plays with it all the time.
