I called around to different tattoo parlor's trying to find out if any offered removal services. I found one, and only one that said they could tattoo over my tattoo with this tat-gone and it would pull the ink out. Is this legit and if it is does it cause scarring?

The Tat Gone has to be applied by a professional tattooist.

The Tat B Gone is a do-it-yourself fading cream.

Don't waste your money - it most-likely doesn't do a thing.
Get your tatt removed by a dermatologist (laser) instead.
