This is kind of tough. It all depends on the person, really. My friend (a female) refers to other friends (guys and girls) as "love" but she's pretty general about it.
When I was still in the "flirting" stages with my ex, I knew he was into me when he called me "babe," for the first time. Well, that and when he started calling me "baby, sweetie AND babe." :)
Also, my friend's ex-boyfriend who was (and still is) VERY much in love with her, called her "baby" all the time.
Okay, sorry. Long story, for a short point.
IMO, if he calls just YOU "babe/baby" it probably means something (at least that he's attracted to you), but if he calls other girls "babe," then probably not.

If I am in a close relationhip, its ok to be called babe or baby..
If I am not in a relationship and someone else calls me that, it kinda bugs me. As I seee way too many men call women babe baby and it means abosolutely nothing at all, as they call anyone that..it can be annoying to some....
Just my thought on this..

he's too scared to say what he really feels, so he just throws a babe here and a babe there to see your reaction

It really could mean he is interested in you. Unless he uses it a lot in conversation.....but it typically has a special meaning.

just be patient. there is a chance that he might be liking you already, just wait for him to make a move. in this case you will be playing safe.
