All people born in Puerto Rico are considered American citizens. Your friend is an American citizen.
She should get a passport. This will allow her to work in the U.S. This will also ensure that she is not confused with someone who is not a legal citizen since she wants to live on the mainland.
She should learn to speak, read and write some English. While there are spanish speaking communities, they are not necessarily going to help her achieve all her goals. She should not rely on others to translate solely. This will leave her open to someone taking advantage of her either for her money or her labor.
She should go to the U.S. Postal Service and apply for a United States passport. This is the best document she can get. She can ask if she needs further paperwork to travel into the U.S. when she applies there. They will tell her the truth, and it won't cost her any money.

She doesn't need to do anything except get on a plane and come to the mainland. She is a US citizen since Puerto Rico is a US territory.

Puerto Rico is a U.S. territory. She is considered a citizen and can come and go with no special papers - just the normal photo I.D. that everyone must show.

I lived in the states till I was 16, then moved to the Caribbean. Not PR first, but eventually I ended up here and I have literally never been back. Not once have I left the Caribbean, and really I don't intend to. People are always shocked, how is it possible to leave home and never return they ask. Well because it's not home anymore. This is home and dispite it's obvious faults I love it here.

No you dont have to have any paper work. i am puerto rican. and when i was young we just moved over here. puerto rico is a United States teritory.
