having worked in an NBC station, i know that most of the networks and news organizations have sharing agreements among themselves for news stories. copyright laws do apply to television broadcasts, but that only concerns use when there is not a mutually agreed contract permitting sharing. Also, within a network, suppliers of programs generally have to agree to "promotional" use of footage. This mostly applies to those anouncements made during the commercial breaks letting you know when a show will air, but promotional use can also mean incorporation into another programs content.

Concerning sporting events, it is usually more difficult getting permission from the sports league, ie NBA or MLB to use clips than it is for the footage itself.
