Also, within a network, suppliers of programs generally have to agree to "promotional" use of footage. This mostly applies to those anouncements made during the commercial breaks letting you know when a show will air, but promotional use can also mean incorporation into another programs content.
Concerning sporting events, it is usually more difficult getting permission from the sports league, ie NBA or MLB to use clips than it is for the footage itself.
