Depends on the situation. If he was joking or trying to gross her out. Or was it a sexual thing? Unfortantly my husband thinks it is funny to flash everybody. The preacher, the neighbor, his sister, his friend, HIS MOM. He is way too hyper for his own good and has no shame.
