to do it on purpose would probably be considered offensive. However a spontaneous erection in the locker room or similar place where it's just a bunch of guys hanging out will probably not offend; though it might lead to being teased a bit. And if you are hanging ut at my place and get erect no one will really care since nudity and erections are considered as natural so we just take them in stride.
Thing is though that even in some places where an erection should not be out of place there are those (prudish) people who are gonna take exception to you springing up. So, unles syou are out to shock folks, you might want to take stock of th eplace and the folks there to ensure no one minds you getting erect.

If it's not noticeable it's not a problem.. happens to my guy friends a lot.. but if it's noticeable it's seen by most as offensive.

I guess that would have to depend on the reason. If you're in church, probably not. if you're walking through the mall with your girl and she catches you looking and you have one; definitely not. If you're in a XXX movie theater, or in a bordello then absolutely.
