yes. They can file without having a greencard or even a social security number. If they were to ever apply for residence or citizenship, proof of paying taxes is vital.

For the poster above me, an emigrant is what you are when you leave your home country. An immigrant is someone arriving at a new country. You emigrate from your home and immigrate to your new one.
And yes, all immigrants (emigrants from your perspective) pay US taxes.

But......"Immigrants" do pay Federal taxes the same as everyone else.

Everyone in the US that acquires income is responsible to pay US income tax when the amount of that income reaches given limits. There are folks of all descriptions who avoid or refuse to do so. Your question should be, "are immigrants more or less likely to do so?". Empirically that does not seem to be the case.
