I have been taken care of it as best i can.. no rubbing kept my foot elevated, didnt scratch it put it in the pool or sun.. The outline is dark, but the bright color inside faded dramaticly... I'm guessing its just the artist.. but he did good work on my other friends tattoos..

A tattoo takes sometimes up to 30 days to heal properly. When the tat on your foot scabbed over, did you pick at it? you should never do that! For itching, use Curel, or some other lotion that is fragrance-free, and apply several times a day.

Tattoos will fade a bit due to scabbing, and in the lifespan of any tattoo, a retouch will be necessary to keep the color fresh. You also mention that it was in the black parts, this is very common for black ink. You should wait for a retouch until it is completely healed, to avoid causing scar tissue to form over the scabbed parts.

Did you expose it to chlorine in a pool or direct sunlight? I know that can have an effect on them or if you messed with the scabs as they were healing, that can also make some of the color fade. I would contact the tattoo artist and see what his or her opinion is.

It depends on how you cared for it. You need to keep it dry of course, and have it open because a bandage sticks to the skin. Oh and dont pick at the scab because you take off the ink when you pick at it. I have a barcode on my wrist and one of the numbers faded but thats my fault because I picked at the scab.

I just got a tattoo on my foot. The artist warned me that tattoos on feet fade more quickly than others.
If you went to a reputable artist they should offer to color it again for free.

Did you go to the same place? Is the other tat on your foot?
Do you wear socks, shoes, sneakers?
Anything that rubs against it will fade the tat.
Did you have it in the sun? Did you go swimming in a pool,
lake, stream or pond, or soak in the tub?

It could be one of two reasons.
One, is that the foot is an area notorious for not holding ink well. I'm surprised your artist didn't tell you that.
It could also be an inexperienced artist.
See about getting it touched up.

well what i think is that he didn't put enough ink in to make it look pretty for long so what i would do if i was you is go back and talk to him and see if he can touch it up some more by putting more ink on the neddle

it depends on the skin. sometimes it just rejects the ink. I have friends that had that happen and they just went back to the shop and had it refilled.
