Everyone is looking for the "cheap, clean, and safe". It's all about supply and demand: If it's in SoCal, then it's not going to be cheap to begin with. If it's clean and safe, then it's more expensive. For good schools, that's going to cost a couple hundred more per month.
If you want to live here and enjoy the weather, then you have to pay for it. You put up with the smog and the traffic, enjoy the weather and pay your rent or mortgage.
If Encino itself is too expensive, then I would start in Eagle Rock and South Pasadena, then go from there.
"LA" is such a big place, there are so many neighborhoods/cities where you can live. Of course, even within a city or neighborhood, there are safer sections and less-safe sections.
In Los Angeles, some nice sections are West LA, Brentwood, Westwood, Marina Del Rey, Playa Del Rey, Los Feliz, Silverlake, Eagle Rock, Encino, Tarzana, Studio City, Toluca Lake, Granada Hills, Woodland Hills, Sherman Oaks, West Hills, Chatsworth.
To the east: Sections of Pasadena, South Pasadena, Altadena, Arcadia, Monrovia, Glendora, San Dimas, Laverne, Azusa, Rancho Cucamonga.
Along the beach: Santa Monica, Redondo Beach, Manhattan Beach, Hermosa Beach, Torrance, Palos Verdes, Rancho PV.
In Orange County aka "The OC": Seal Beach , Huntington Beach , Newport Beach , Corona Del Mar , Laguna Beach , Dana Point , Capistrano Beach , San Clemente , Brea, Yorba Linda, Orange, Tustin, Irvine, Laguna Hills, Rancho Santa Margarita, Lake Forest
To the west: Agoura, Calabasas, Thousand Oaks, Westlake Village, Simi Valley, Moorpark.

The other answer from Copestir is no where near the beach. If you have money and alot of it you can move to the beach area. But it is VERY expensive. Playa del Rey, Santa Monica, Venice Beach, Redondo Beach, Hermosa Beach, Manhattan Beach, South Torrance Beach and then on down to the Orange County beaches. Go to: www.dailybreeze.com and see if they have rentals in the newspaper. You didn't say whether you wanted to rent or buy a home. Rents are well over a $1,000 a month, more like $2,000. Houses in the beach area are well over a million. Add a little more to your question so we can help more. I live in Gardena, about 4 miles from the ocean. Inland would be more affordable than right on the beach.

Please promise me you won't move to Fillmore or Santa Paula! Scary with gangs, few jobs, crummy schools.
If you want to be in LA and by the beach, you'll need a really high-paying job to be able to pay the rent AND pay for daycare for your kids (look on Craig's List). I had to move out of Santa Monica because I couldn't afford to live there as a single mom of one, and that's in spite of being a professional.
Transportation is more expensive here, because people travel longer distances for work than they do in WA.
I think you should seriously assess your earning potential before deciding to come here, and weigh what is best for your kids. The best public schools will be found in the independent cities in the LA area. South Pasadena, Santa Monica, Glendale, Beverly Hills, and Manhattan Beach have the best. Another plus to theses cities is quicker police and fire response times.
I don't know where you are in WA, but I know there are plenty of nice cities to move to. LA is a great place to leave, not to move to.

Take a couple of pre-moving steps before you leave Washington.
A) Go to a doctor and have your brains sucked out. Only the mentally void can move to that town on purpose.
B) Go to a plastic surgeon and get bigger boobies. You ain't shiite unless you have big'uns.
C) Stick your head in a dumpster behind an Indian restaurant for a week. Then you won't notice the smell down there. And who knows you may find your missing dog.
D) Beat your head against the wall for four straight hours. Who knows you may wake up from that nightmare.
E) Did I mention bigger boobies? Get'em.
F) For the love of God lady don't take kids down there. Leave them in Washington at least they won't grow up to be useless toadies or worse yet actors!!!
