Interesting passage, isn't it?
The second part of it can be found also in Matthew 12:43-45.
Prior to both passages, Jesus has been talking about the state of that unbelieving generation - the hardheartedness of the leadership of the Scribes and pharisees.
In Matthew 12, Jesus concludes the story of the unclean spirit by saying "Even so shall it be also to this wicked generation". So in some way, the story of the unclean spirit leaving a man and then returning with his buddies is refering to the state of those unbelieving Scribes and Pharisees.
The first part of the section you refer to, about the binding of the strong man, is usually taken to refer to the power of Jesus - the "stronger" man - overcoming the "strong" man - the devil.
There's alot more to be said but this must suffice...

The strong man armed is Satan. The demon-possessed man was an evidence of his power. But Jesus is stronger than Satan, which is the reason He could cast out the demon.
There are those that want to disarm us as a nation and in our homes. There are wicked people abroad and Satan is abroad. We need to stay armed.

John: Christ is addressing the issue of exorcism here, in regard to this demon-possessed man. Christ is saying, that it is better to NOT rid this guy of demons than to later, have him return to the way he was prior to the initial possession, do the things which causes demon-possession and to become infested with even, more demons a second time. When humans leave God out of the "picture" and trust in the gods of their own devising ($, drugs, sex, booze, intellectualism, cars, careers, ones self, music, education, etc., etc,) they become candidates for Satan as he drags them through the course of this world - unwittingly. Everything has its place IF you place God first in your life.

I am just going to take a stab at this and say that this refers to people of weak faith. If you really don't believe, it will be easy for the enemy to take over. If you do believe, you are with Christ and will be saved. If you are only half hearted in your belief, you will be worse than if you hadn't even believed at all.

It is simply references Gods power over Satan.
14 Now he was casting out a demon that was mute. When the demon had gone out, the mute man spoke, and the people marveled. 15 But some of them said, “He casts out demons by Beelzebul, the prince of demons,” 16 while others, to test him, kept seeking from him a sign from heaven. 17 But he, knowing their thoughts, said to them, “Every kingdom divided against itself is laid waste, and a divided household falls. 18 And if Satan also is divided against himself, how will his kingdom stand? For you say that I cast out demons by Beelzebul. 19 And if I cast out demons by Beelzebul, by whom do your sons cast them out? Therefore they will be your judges. 20 But if it is by the finger of God that I cast out demons, then the kingdom of God has come upon you. 21 When a strong man, fully armed, guards his own palace, his goods are safe; 22 but when one stronger than he attacks him and overcomes him, he takes away his armor in which he trusted and divides his spoil. 23 Whoever is not with me is against me, and whoever does not gather with me scatters.
