If you buy house insulation from a home center store (Home Depot, Lowes) and cut some of the insides (the pink or yellow stuff) up really small, and sprinkle some in someones clothes, you can just sit back and watch them itch. It usually comes in rolls, so instead of buying a whole roll, you can just grab a hand full from a roll, or you may even find some insulation on the floor in the store.

That's battery and it's a crime in most jurisdictions. It's also a very bad idea, even if it wasn't a crime. What makes people itch is the damage done to the skin. If you use the wrong item, you can cause too much damage and make someone to go to the hospital. That's not much of a joke. Many people are taken to the hospital every year because a "joke" went wrong. That is why what you plan to do is considered battery.
You need to find a better practical joke.
