I have the same problem. Having been a single parent most of my adult life I've always had some sort of noise around me. I've gotten use to sleeping with the noise. Now my kids are off and I found myself restless and irritable when trying to sleep. I tried the TV on, but it runs up the elec bill. I found a wall clock that actually makes a noise with each second ticked. It's not a loud noise but audible when I'm laying down and it's quiet in the room. This helps me to sleep.

It's a quirky answer to your question, but you'll probably have to experiment to find what suits you the best.

find very relaxing music that you can listen to while trying to go to sleep. it has to be very soft music so you can slow your brain down. then just focus on your breathing, and just try to sleep. If you still have problems then try doing more activities during the day that could tire you out. like going for a walk or run, or doing somthing that will wear you out.
You can also take all natural sleeping pills. They arent addictive and you take them about an hour before you want to sleep and they help you fall asleep faster.
good luck. <3

I agree with the headphones. As for me, I can't sleep well with noise and light, but my mother is a bit like you.

You might also want some kind of night light.

Good luck!
