It depends on who you ask, but, since you asked, 1st base is kissing (simple or french, depending on who you ask); 2nd base is feeling above the clothes (depending on who you ask); 3rd base is feeling underneath the clothes or between the legs; and a home run is having sex, making love, screwing, or whatever you want to call it.
