I thought "siempre" was "Always" and "eres" is "you are"?

Where were you? = ¿Dónde estabas? or ¿Dónde estuviste?
Where are you? = ¿Dónde estás?
Forever = por siempre, para siempre (depending on the context)
Are you? = ¿No es así?, ¿O sí? ¿lo eres? ¿eres?, ¿estás? ¿lo estás?, etc. (also depends on the context, tag questions don't really have a direct translation)

D. Para Siempre?
5. Are you?

Are= is the verb to be in spanish means ser o estar
