How to determine if the starter is bad? It clicks when attached. But unhooked it can be turned over with a screwdriver by touching electrodes.

It sounds like the internal starter solenoid has gone bad. The solenoid is what makes that clicking sound when it is trying to close to make contact. If it can not close, your starter isn't getting any power. The starter itself is fine, because you can bypass the solenoid with a screwdriver connection and make the engine turn over.

Unfortunately, this means you will have to change out the starter or have it rebuilt. Years ago, the solenoid used to be a separate part, but no longer.

If the starter just clicks when you try to turn the motor over, you either have a weak battery, a bad connection which can be either a ground or power side, or a bad starter. To determine the battery condition either get it tested or turn on the headlights to see if they illuminate to the regular intensity. If they are about the right intensity, try turning the motor over with the lights on. If the lights go dim as soon as you hit the starter, your starter is toast or you have a poor connection to the starter at either the ground or power. That means the thing is shorted as it is drawing too much power and that's why the lights dim or the voltage is being used up getting across the poor connection. When you bench test a starter like you say, there is no opposition to its turning over. If there is a problem inside the starter, this will not pick it up as the act of starting the motor to turn when it is all connected is where the power is used. The best thing to do is get the battery load tested and then have the starter checked to determine its draw. Good luck.

On the 88-98 trucks with the 4.3 V6 and the 5.7 V8, I've seen the starter wire come loose and fail to make good contact. When the key is turned, it would click loudly, and sparks could be seen from under the hood. Check to see if all your wires are secured tightly!
