I'm with those who would say do it in person. If I were a boss, I would view coming to me to discuss a pay raise as a sign of assertiveness. I would develop a whole new echelon of respect for the person. A raise, while not guaranteed (I would base that on the performance of the worker) would certainly be made more likely.

Don't ask for a raise in a letter! Assertive people are the one's who get raises, not passive ones. You can't be afraid to ask your boss for a raise in person, and besides, your boss would probably lose any respect he or she already has for you!
