Cats are not monogamous (they don't only have one mate for life) so your tom will probably mate with both queens if he can. When the females go into heat, they release powerful hormones that will excite the male and tell him that they're ready to mate. At this time, most female cats will urinate on things to leave him the message that they're ovulating. They'll start acting strange to try to tempt him. Neck biting does often occur, so you shouldn't worry about it. I would suggest getting them all fixed unless you're really ready to take care of and find homes for all the kittens. It's a lot of work, and unfixed cats often have more health problems and are more likely to run away and get in fights.

Both, most likely, and very common.
Please get your cats fixed right away, especially the male! Even if you can find homes for all the kittens, those people who take a kitten will not go get a different cat from a shelter, and that other cat will be put down. These are domesticated animals, it's our responsibility to keep their numbers to what we can handle humanely.
Check the animal shelters near you; many of them offer discount plans such as lower cost coupons that some local vets will take. In my area it's $40.

If both female cats will let him, then probably. It is common for the male cat to bite the female's neck. My male cat, who is fixed, has tried to bite other female cats necks to have sex with them. He was never allowed though.

Cats are like any other animal. their job is to eat, sleep, and make as many babies as possible. Your male cat doesnt know what female cat is which just both are going to give me offspring so do them both. As far as sex and biting on the neck thing, humans are the only animal that does it of sport. Cats arent doing it to "feel good" they are doing it to make babies. The biting is most likely an act of domatintion on the female cat, letting her know that he is boss. In short your female cats are getting raped. But thats how the wild makes babies. As far as the getting fixed thing i stand in the middle. The world does have an pet overpopulation problem and getting them fix is the answer but what happen when their arent anymore not fixed animals? no offspring which means as soon as the fixed animals die their arent anymore of its kind.

the biting yes is normal its the males way of keeping the female in place well he takes care of his bussness , and yes cats will go for any cat that is in season and that will let him mount her , i advice you to get the girls fixed and the male fixed unless u can find right homes for the kittens and can handle the cleanup well trying to find homes , yes kitties are cute and cudly but like any other pet they require time patients etc , , and each one of your female cats offspring can produce more and more cats that may be left homeless , , indoor cats will go into season more often than outside stray cats because of the lighting , , for an indoor cat thay get the outside light daily that comes in through windows etc and then they have artificial lighting ie bedroom lights etc thus days are longer for indoor cats days longer , in aprox 63 days the cat will hav e her kittens and she could get pregnant agin after delivery of her kittens , my neice had a cat who had kitten and when the kittens were 8 weeks old the cat was already 6 weeks pregnat ,
