I am sorry, but those two statements sound like opposites.
Honestly, pretend he is your kid brother, tease him, tickle him eventually when he teases you back. You'll find out if he likes you as a brother or as a guy soon enough. Joke, tease, etc. Pretend he is your annoying bratty little brother. It works.
Other than that, if you at least posted signs of what his behavior was like I could tell you something more precise
