My friend has dirt on the neck resulting in a dark spot. If you ex foliate it with chemicals will it go away.

dirt? Or fungus? Some people get fungus which is more common than you think. Just get a prescription.

If it's dirt, soap and water will take it away.
If you need to use chemicals - unless he got dabbed with something you aren't mentioning - we are talking pigmintation in the skin. See a doctor and if recommended, also a dermatologist, they can do amazing things.

i don't think it's dirt. some people are prone to discoloration of the skin resulting in dark patches. one home remedy is to use mother of pearl cream to lighten it. exfoliating with chemicals might be a bit drastic.

That could be a sign of Insulin resistance. Look at the back of the neck, elbows and knuckles . They are all darkened and look dirty if you are in the early stages of insulin resistant.
