I like the match grade MIAI from Springfield Amory for accuracy right out of the box. Now anything that a gunsmith tunes up with special bedding and adjustment is going to be more accurate. There is also a lot of differences between weapons some like different loads than others even though they are all supposed to be the same model and caliber.
As far as most powerful the .50 cal is as good an answer as any even though their have been some oddball weapons and loads that have had more striking power. Some of the old "elephant guns" for example.

You're a little unclear,
The Army has a 50 cal rifle, which is very powerful. The Navy had 16 inch guns on some of our battleships, they were very powerful.
Though not as accurate as a rifle,they could put shells within a reasonable distance of the intended target.
