Call the two pieces X and Y

X + Y = 12

X + 3 = Y

Substitute equation # 2 into equation # 1.

X + (X + 3) = 12

simply using basic algebra

2X + 3 = 12
2X= 9

X = 4.5'
Y = 7.5'

Let x = the length of the shorter piece.

So the longer piece is x+3.

12 = x + (x+3)

12 = 2x+3

9 = 2x

4.5 = x.

So the shorter piece is 4.5 feet. The longer piece is three feet longer, or 7.5 feet.
