In order to develop mental quiescence, you first need to appreciate that the mind never stops working. They key is to not entertain the thoughts that you find. Observe them, but let them pass as clouds in the sky. Do not try to not think of them, but simply let them go on their way. What you'll begin to appreciate is that the consciousness/mind is that which observes thought, thoughts are tools of consciousness. With practice, you'll be able to set the tools down when you're not using them.

It isn't beyond anybody. The key is practice. I'm not quite there yet myself. I know that listening to some kind of soothing instrumental music helps me because it blocks out random noise and gives me something to focus on.

It helps in early stages to focus on outside sounds. Eventually you will be able to cut off uncontrolled thoughts and you won't need to focus on the outside sounds while in meditation.

thy vanish observing them
than focus back according to whatever kind of meditation you are on
