I do not think he has to flee. He can go to and fro between heaven and earth. God is constantly being worshiped in heaven so Satan must be able to be in the presence our worship.
'One day the angels came to present themselves before the Lord, and Satan also came with them. The Lord said to Satan, "Where have you come from?" Satan answered the Lord, "From roaming through the earth and going back and forth in it."' Job 1:6-7

There's no such thing as the devil. There is only the Creator, God. There is no such thing as an opposing force to God. All good and evil is created by God. But none of them is above God.
