Your parents! Your sister is obviously doing things a 15-yr-old should not be doing! Did you tell your parents what kind of guys she is hanging out with? Ask them if they are going to raise her baby or take care of her when she needs 20 medications a day because of AIDS!
A hickey is a sign of, at least, going to second base, and that's half-way home, and she has already proven that she is irresponsible where sex is concerned. You're doing your best to prevent her from a terrible future. Maybe your parents just don't realize the seriousness -- she was only grounded for a little while for having unprotected sex with some guy she barely knows? It sounds like you are the only grown-up in the house.
But also realize that you cannot stop your sister from ruining her life, only her and your parents can at this time, and you have got to make sure you don't mess up yours while trying to save hers or your parents'. Keep being a good influence on her and keep letting her know that you want more in life for her than being a teenage mother or having STDs that will ruin the next 60 years of her life for one moment of not-so-fun teenage sex. But if she doesn't listen, you need to just let her be, it's her life.
And I'd tell a counselor or a trusted teacher or a minister, some adult you know, about your parents' reaction, or lack thereof. It may be considered child abuse.

Hey I give a standing ovation because my brothers and cousins was the same way with me. And now I'm that way with my niece and cousins. You don't want a bad rep I seen girl in high school like. They'll end up with a kids in HS and trying to be more of a party girl. And spend more time with the new currents bf then with they on kids. what a shame that I have to see my cousin and her friends going through this.

Although your thinking is good, you're actions are more likely to make your sister want to rebel. You need to sit down with her and maybe your parents and lay out how concerned you are. She needs more education and reasons to make safer choices in her life. Dragging her away is a very short term solution to the whole problem.

While you can voice your concern and make sure she is protected again pregnancy and some diseases, you cannot control your sisters behavior. As hard as that is, you need to back off.
