French is the international language spoken at the United Nations. Or at least it used to be. Usually the upper crust of society, those living on the richy upper East Side of Manhattan speak French. They also eat at the high priced French restaurants on the East Side, Daniel, Boulud, Jean Georges, etc. As you said, the Franco-American relationship has warmed up considerably since Sarkozy was elected French president in May. He is a true lover of America, and the strongest American Ally from France in a long time.

I was born in New York and lived there until leaving for college.I doubt that even 1% of the population speaks any French.
Only one in three junior high and high school students in the United States studies a foreign language, and the number drops to one in 10 for college students.
When an American (or any English speaker) chooses to learn another language he or she has many choices. When a non-English speaker decides the study another language they will almost always choose English.
Even those Americans who do study a foreign language will probably not choose to study French which has little use in daily life or in business.

I live in NYC, and I don't know many people that are fluent in French -- and I can't imagine anyone talking to a random person in NYC (asking for directions, etc) using the French language. You would get a lot of blank stares.
.
Whereas, random people do try to talk to me in Spanish. Lots of New Yorkers know a bit of Spanish.

just because a person is in new york, that doesnt make them a new yorker. you must either be born and bred here, or are naturalized here over time and experience.
those people you heard most likely were french tourists as this city is a tourist destination.
if anything, new yorkers know spanish since so many immigrants come here refusing to learn english.
