The key word here is "trueing" the wheel.... typing that into a search bar will get you a lot more help.

Most people I talk to (including myself) say- leave this to the guys at the shop if you can. Obviously little fixes can be done by yourself and some spoke wrenches, but anything major will need a proper stand and better knowledge since the tightness of each spoke adjusts the wheel in two or three directions (depending on the spoke types). Also, major warps may be indicators of structural problems- so check for cracks etc, which can be a hazard.

You put it on your truing stand, use the correct size spoke wrench, and straighten it out. Paying close attention to keep even tension throughout the entire wheel as well as keeping it in round, of course! ANY good bicycle mechanic can do it!

If you are NOT a good bicycle mechanic and/or do not have the proper tools, take it to a bike shop and get it fixed by professionals.

If the rim is good you can true it up by slowly tightening the spoke to pull it in. You have to loosen the spoke on the out side. Start one spoke up from warp and a 1/4 turn on each until pass one spoke from the wrap Its easier then respoking the old wheel Loosen, tighten, loosen etc. You have to have a spoke wrench that fits your spoke nipple. If too large you round the shoulders of the nipple and have to replace it..

Trueing is right although, this is something you want done by a pro. Trueing a a wheel is not easy. Take it to the bike shop.

spoke adjusting is truly a work of art so I suggest you go to a good bike shop and ask them to fix it
