Most cases of TB are not infectious/contagious due to the medications the person has taken or is taking.
But, and this is a big but...illegals are bringing active TB and other serious illnesses in and not going to doctors for routine exams and are mingling with the public.

most people living with TB are not actively contagious, it only takes a month on treatment before they can no longer be consider contagious. So why shouldn't they be in public?

'Coz all are not infectious. Those who are sputum positive are called 'open cases' and they should be isolated till therapy makes them sputum negative so they are not able to infect others. It may take a couple of weeks at the most. though terapy is continued for many months (6-9).

Patients with lung tuberculosis are allowed to be exposed with other patients that do not have it because there are type/ level of tuberculosis. If patients have taken there meds, so called "RIPES" for atleast 3 months, there doctors allowed them to be removed from isolation areas. If you are more interesting about this disease, you can read any med. books.
