I'm not aware that there is an exact definition. What one person conceives as a disaster may be of little or no consequence to another. For example - a Pacific island is lost to rising sea levels and all the inhabitants are evacuated to Australia. No-one dies but for those directly affected it's a disaster, for those half a world away it's just a statistic.

By adapting the definition of the word 'disaster' a 'climate disaster' could be described as...

"A climate disaster is a natural or man-made event that negatively affects life, property, livelihood or industry often resulting in permanent changes to human societies, ecosystems and environment. Climate disasters manifest as hazards exacerbating vulnerable conditions and exceeding individuals' and communities' means to survive and thrive."
