I'm not 100% sure, but I think this is probably what it means:

In an orchestra, all the other instruments tune by listening to the oboe play a Concert A. If an oboist didn't have batteries for his electronic tuner, then he would have no way to tune, since he's the one that gets everyone else in tune. So he'd be playing flat.

Or something like that.

It takes a lot of breath to play it. If you MADE an oboist play it sustained you would have to... oh hell I don't know lol.
It would make sense if it said, "How do you keep an oboist from playing a sustained A-flat?"
I guess they're saying it's so hard for an oboist to play that note they rely on mechanical means. Hence taking the batteries away would require them to play it for real.

that's the best explanation I could find. I guess they are unable to play that "A-flat" unless they are using an electric tuner...and maybe it would be sustained if there were no batteries? That is the only sense I can make of it.

I gues you'd have to know music to "get" that one. I think it has to do with the "flat" and "bateries".
