I don't buy it: despite what they say, this bill is a full amnesty to those who have broken the law.

Nope...Look at the definition for Amnesty...It means a FULL pardon for their crimes...as it stands that is EXACTLY what this is..it is an amnesty bill. So, they pay a little for that pardon, but it is still a pardon!

If a law is broken, you know it, and you declare it is okay and there is no punishment in accordance with the established laws, IT IS AMNESTY!
