Las Vegas is more tightly regulated than Indian casino in most (if not all) states.

First off due to the organized crime element that ran Vegas at one time, the federal government placed tight regulations on Nevada Gaming.

For example, every casino in Nevada must post their win percentages on slot machines and Nevada gaming will randomly pull a machine off the casino floor to verify that the payout percentage is correct.

You also have to remember that most Nevada casinos are also publicly traded companies where they watched by other government organizations on top of the Nevada Gaming Commission.

There was a case in Kansas where an Indian casino tribe had proposed allowing state inspections -- but only for tests to which the tribe agreed to have their machines tested as long as the state gave advance notice.

There have also been reported cases of Indian Casino’s to refuse to pay winning jackpots due to “machine” malfunctions.

I think so, Vegas is a world class gambling destination, and I think the casinos and the state want to be sure no funny business goes on to destroy that image. As for indian casinos, I know there slots aren't as loose as Vegas, or Tunica, and were I live they seem to be only interested in turning a fast buck.

The Las Vegas (and other state) casinos have the state and US governments watching what they do. The Native American casinos (that is the "Indians" I assume you are talking about) are regulated by the Tribal Councils since they are in "sovereign nations" and not subject to that kind of overview. Those Councils can follow whatever rules they consider to be in the best interest of their tribe.

yes because there are more people in Las Vegas than in India and people from other countries visit Las Vegas. Las Vegas is famous and its like a gambling capital. Every place you see there is a casino. :)

I'd say it is more tightly regulated on Indian Reservations. For example, I've been to Indian casinos where they are not allowed to use wheels, dice or cards. This means they offer video craps, video slots, video black jack. It is lame and sucky. Also you will find much higher stakes in Vegas.

I think there are a lot of factors at play that produce this conclusion. I don't think it is any one thing.
