With the possible exception of nocturnal birds, birds have far more ability to detect colour then humans. They have a denser collection of the eye structures called cones that discern colour. Birds are often able to see light in the lower end of the spectrum, toward the blue end and into the ultraviolet range.

All birds can see. There isn't a bird that can't see.
and the one that answered about the bats is incorrect. bats are sighted, however they see better in the dark.

I don't know of a color bird that can't see other than a BAT.
