For safety reasons. Visibility is a huge issue but even with "rain tires" the weight of the cars and narrowness of the tires makes it too unsafe to continue races in the rain.

Tell you what- you go out on a rain-slick track with tires with no read, try driving at high speeds, and if you make it back, tell me how easy it is. Chances are pretty good that 1). you won't beacuse you can't, and 2) they'll be cutting you out over on Turn 2.

nascars loose traction on a hot dry day with slick tires
rain tred would reduce the contact patch on a slick surface but the bigger reason is visability, you cant race nose to tail in 1 foot visablilty,

Even with treaded tires it would be to hard to control a 3400lb car with the engine in the front.
