Each country is responsible for issuing visas to its own country, unless, as is very rarely the case, there is an established diplomatic relationship between countries whereby one country acts on behalf of another country.

Here is the problem : the visa law is written in such a way that every tourist is an "intending immigrant" and the person applying for the visa must prove that he/she is not an intending immigrant because of the deep ties to his/her country that will make him return to his country even if he later decided he wanted to stay in the U.S. He /she must convince the consular officer he will definitely leave the US and go back. The fact that it is so hard for young people to get a visa reflects an economic bent. There are countries , about 25, where you don't need a visa : Japan, France, Germany, Canada etc etc . They all have a high standard of living and economic strength. Many people -- perhaps most people-- from third world countries who come here on tourist visas do not leave the country -- they stay ! And that is why it is so difficult to get a visa.

You can get the visa for a country at their own embassy office. So if you want a visa for America you go to the American embassy.

each country is responsible for issuing their own visas , sometimes when there is no Embassy or consulate for a country , there will be a commission representing the country , that will be able to give you a visa , that is under the country's authorization.

Generally you would have to apply at the nations embassy or Charge de Affair in your country. This can also be done over the internet website for some countries foreign affairs dept.

Most Embassies refuse that the procedure is normally that you have to apply in your country of residence ... but sometimes they allow it but I know some countries are very difficult

yes it is possible and i can give you an example here in morocco if you u want to get the visa for Australia you have to travel to K.S.A ( Saudi Arabia) or to Egypt . and so on...
