It is against the rules of the Catholic & Orthodox Church,
for anyone to sell things which are holy.
'Holy' means that they have been set aside for God's use.
We can sell religious articles, but they must be blessed after they have been purchased. We can sell containers for Holy Water, which can be filled at shrines, but the water must be blessed separately, not blessed & then sold.

I haven't heard this. But, you shouldn't have to pay for water period. Never mind Holy water. If I want some Holy water, I can ask the priest for some and he will give me some, if I brought in a clean container.

What makes water, or anything else for that matter, holy? Being set apart for God. A bottle of Dasani can be made holy by setting it apart to God.
