I have recently purchased some framed art on the net and it cost me over $100 to have them shipped and then shipped back because they just didn't look as great as on the screen. Any suggestions?

Try art.com and allposters.com. Both have matting and framing options, and all budgets. Shipping may be a flat rate or even free from time to time, but I'm not sure about that, it may be on the size of your parcel.

Both places have all kinds of art, from beefcake posters to reproductions of fine art like Picasso. There is an impressive collection of photography and kid stuff at both too. Both have easy search options (medium, size, artist, subject matter) and you can further narrow by prices. And there is a framing gallery, it is like a dressing room, where you can try an image with a certain frame and mat and it will show what the price would be.

Another option might be to get the actual art shipped to you in a tube, and have it matted and framed locally. It would be the frame that jacks up your shipping costs because it is heaviest, and it locks you into a certain size and shape of shipping container.

In UK there is one called www.eyeforart.com - it sells paitings of the students and graduates, and some of them have reasonable prices (but some students have megalomania :-)
The artists sometime like to deliver their pieces themselves - which is a nice personal touch.
This website also accepts offers, if you don't agree with the price - you can make your offer. And if I am not mistaken - they offer a trial period or hire. Many of the art websites (and small galleries) offer this service nowadays - you just have to ask for it before buying. Also you can go to some local galleries and ask them for a trial or hire. Most of the time they are happy to provide this service if they think that you are genuine buyer.

I have a friend whos an artist in North carolina. Him and some other artists have a website...magicmistarts.com You might be able to find something there. i have bought one of his pieces and it looks as good as the online pic. Good Luck!!
