if you lose weight by starving/depriving your body - you only lose water weight and muscle and you have to lose a lot to notice a difference
if you lose weight healthy way - eating enough and exercising - you will see change pretty fast because you lose fat and gain some muscle - so basically you have lost more pounds of fat than the scale is showing

The more you weigh, the easier it is to lose at first, but the longer it takes to be noticeable. Kind of a catch 22. If you only need to lose 15 lbs. then the first 5 will probably be noticed by others. If you have 200 lbs to lose, then 5 won't show to anyone.

about 10 pounds is noticeable, even 2 pounds is noticeable(it just depends on who is noticing it and how well you eye notices things), and loosing weight and seeing results takes some time(which doesn't mean you should get discouraged)

Depends on how big you are to start. If you are significantly overweight it might take 20 or more pounds before people can see the difference, although you might see it sooner-maybe your pants would be slightly looser.
