11:4 And Moses said, Thus saith the LORD, About midnight will I go out into the midst of Egypt: 11:5 And all the firstborn in the land of Egypt shall die, from the first born of Pharaoh that sitteth upon his throne, even unto the firstborn of the maidservant that is behind the mill; and all the firstborn of beasts.

Who are we to say whether they were guilty or not? The exalted one works in bizarre, illogical and mysterious ways. Everyone knows that.
The tiny brain of man is too infantile to comprehend the complex absurdity and unrevealed meaning behind his decisions. But he has his reasons. To us they were innocents, but to God they could have been sinners for all we know. Who are we to judge God? After all, he who is without sin cast the first stone. We are sheep and he is the Lord. We are instructed to blindly obey him.
It is not man's place to question such things, however inhumane and unjust they might appear. God has his reasons, important reasons, once we're not supposed to figure out - just because. Okay? That's how God works and that's why we worship him. In life, there are leaders and there are followers and we don't question God - or we'll all go to Hell.
(There that about sums it up)

He didn't.
Jewish scribes recorded the legends surrounding the Exodus over 1000 years after the events took place. At that time, all events were attributed to the will of God - there was no "devil," and no concept of Good vs. Evil. In the Old Testament, all historical events were attributed to divine Providence, including decisions made by kings. The plagues of Egypt, if they happened at all, are consistent (in part) with ergot poisoning. Unfortunately, Egyptian law required that all first-born sons receive a double portion of grain durring a famine. In this case, it happened to be ergot-tainted grain. The Exodus also coincided with the Hyksos invasion, which involved the murder of the first-born sons throughout Egypt.
Jewish scribes saw the death of the first-born as divine retribution for the muder of the first-born male Jews.

Numbers 31:17-18
17 Now kill all the boys. And kill every woman who has slept with a man, 18 but save for yourselves every girl who has never slept with a man
Joshua 6:20-21
20 When the trumpets sounded, the people shouted, and at the sound of the trumpet, when the people gave a loud shout, the wall collapsed; so every man charged straight in, and they took the city.
21 They devoted the city to the LORD and DESTROYED WITH THE SWORD EVERY LIVING THING IN IT—MEN AND WOMEN, YOUNG AND OLD, CATTLE, SHEEP AND DONKEYS.
2 Kings 2:23-25
23 From there Elisha went up to Bethel. As he was walking along the road, some youths came out of the town and jeered at him. "Go on up, you baldhead!" they said. "Go on up, you baldhead!" 24 He turned around, looked at them and called down a curse on them in the name of the LORD. Then two bears came out of the woods and mauled forty-two of the youths. 25 And he went on to Mount Carmel and from there returned to Samaria.

No.
And God told all their parents how to keep their first born children alive.
Those parents who didn't listen to God lost their first born sons and the first born of all their livestock as well.
Life would be so much easier if we would just listen to God.

The dead babies do not suffer, because they can no longer feel any pain (they died in their sleep).
It was their parents who felt the pain of loss.
