As to what's going on is that the Homeland Security came up with "new rules" which failed (what's new?) to take into account the consequences of their action.
As a result, the US Passport Agency was completely unprepared for the millions MORE passports which have been requested and cannot even begin to keep up with the requests.
Imagine that you and 9 others are working together and producing widgets at the rate of 100 a day. All of a sudden, somebody orders you to produce 1000 a day.
That's exactly what has happened, except that it's worse than my example

I was on the same boat. It took over 13 weeks to get my passport and that was after calling my congressman and writing s letter to the passport agency in new orleans where my passport was being processed. Finally they fed ex my passport and got them overnite.

As long as you have a receipt that you applied for a passport, you can use your receipt to travel. If you don't have a receipt you can get one from online, from the location where you applied for your passport.

If you need your passport soon, call your congressman...
If not, you dont need to worry.... its normal right now for passport processing time to take months.
