Not exactly. Unfortunately, we have to rely on brief news reports, so the specifics are often as misleading as enlightening. Remember that al Qaeda is itself a Sunni organization. If mainstream Iraqi Sunni leaders support the government against those groups, that's a positive. At the same time, it's nice when we can get a little support for the government Shiites against the anti-American and anti-government Shiites. The labels are only partial descriptors, so you have to keep in mind the overall dynamics.
BTW, al Sadr is distinctly anti-American but not so completely anti-government in his stance. Does this remind you of some of the segregationist southern governors in the American south back in the 1960's? Playing to his base, and ready for any political advantages.

With our soldiers having to contend with Iraqi forces that help the insurgents instead of the US, what makes Bush think the situation with the Sunnis will not end up that way when they get the arms they want? There will be nothing to stop the factions from all turning on the US together at one time, with weapons we gave them. Duh....it makes my brain hurt to think of the possible implications this can have on our troops if it goes sour.

What will help Iraq is for us to leave their country. We gave them a civil war that will continue as long as we are there. Once we leave, they can resolve their differences, rebuild their country and try to rebuild their lives. Of course there will be about 3/4 of a million people less to resume their lives. And the country will stop losing about $15 million per day in oil being stolen from them.

Giving one group of extremists weapons against another group is always a bad idea. They will fight Al-Quaeda, but then they will fight the Kurds, Shiites, or US Forces. Giving guns to nutcases is always a bad idea. Look at what happened when we supported "mujahadeen" against the Russians in the 80s....it came back to the US in a bad way.
