Holiness is a state that is designated by God. Men are made holy by God.
Holiness is also a state that man lives out. One common misperception is that holiness is not the total absence of fun! Rather, it is living a life totally devoted to Jesus and living in the constant need of his cross. We are most holy when we most realize how deeply we need Jesus' sacrifice in our life.
Can we guess the intent of another man? No, but strangely enough, if a man is a Christian, then he is made holy already by the sacrifice of Jesus. Like the book of Hebrews says, "Only let us live up to what we already received." We are holy, so let's act like it.
Holiness is not just action, but also, very much intent. I have an uncle who does a lot of "good" things, but he does not live love in real life. He's angry and vindicitive and belittling. Now, would I say he isn't holy? I don't know. But, I can examine the fruit I see. The fruit that I see doesn't point to the heart of a man that's been made holy by God.

Hey! Blank brain have you heard of shears? They were the scissors of the Bronze Age. The earliest writing for scissors you think of is dated around the 5th century (wow so much later and all we get is a pin!)

Oh! The oldest papyrus (which is where we get the word paper) is dated around 4000 B.C. which predates even the Early Bronze age by 500 years!

In short if you cannot answer the question asked at least know what the heck you are takling about. Perhaps there were no rock in the Broze Age!

The Holy Spirit makes you holy when He enters and indwells you at the time you become a child of God. The reason it does not appear that some people are holy is because the Holy Spirit enters into the spirit of man which is reborn into the family of God. "John 3 "That which is born of the Spirit is spirit." The soul of man however is not born again and so continues to live like and appear like it was before. Sin takes place in the soul of man not the spirit. The spirit cannot sin as 1 John points out, "that which is born of God cannot sin." and that is why a person can never lose their salvation because the part of them that goes to heaven is indwelt by the Holy Spirit and cannot sin. Sin happens in the soul which ultimately dies. Bottom line to your question. Those who believe in Christ are holy but you can't see it because it is shielded by the humannatural part of man. "God knows those who are His."

Consecration. Consecration means seperated unto God. Christians are called to be consecrated from the world's views and obedient to the Lord's ways. My salvation does not make me holy. But my daily decision to put God first, seperate myself from things that offend Him, and keep myself serving Him and Him alone is what makes me holy. Man does not make Christians holy, obedience to God does.
