Don't tell a stranger that she is attractive. She assumes that already, or else you would not be talking to her. Besides, every other guy that she met today has probably said the same thing, and you want to sound more original than that, don't you? If the first thing that you say is that she is pretty, then she usually assumes that you are after only one thing.
If you cannot think of anything else, just walk over and say "hi". Talk to her like you would talk to a guy. If you really want to be memorable, open up with a wise crack about something that she is wearing or doing. As long as it is funny, it is OK to make fun of her a little (unless she is really insecure -- but if she is, then why would you want to date her anyway?).
Humor and self-confidence are universally attractive.

I wouldn't like that line used on me...but I am most likely older than you. That line seems to imply that the person's looks are their most important quality. I know that the way a person looks is very important to very young people and some older people but it should not be the only thing that attracts you to another person...although it certainly helps! Why not a simple "Hi"? That sounds more mature than..."I find you attractive". If you want to add something to the "Hi" why not a simple but genuine comment about her hair or shirt or tan or eyes. If she can't be your girlfriend she could end up being a good friend (and maybe introduce you to someone she knows).

The word "attractive" belongs to the past era. Tell the girl that you think she is beautiful or pretty. I'm sure it would work on some girls because girls usually like to be complimented.

Instead of putting it like that, say something more like "I've seen you around and you really look nice, I was wondering if I could take you out for coffee ..." or something like that.
If she says no, then she's dumb and not worth your time
Telling her right off the bat that it's because she's "good-looking" is either going to creep her out or even if she does like it, it could go to her head and she could automatically decide that she's too good-looking for you.

I think that as long as you walk up confident and say it just like that you should have no problems. If you walk up weak and stammer through it you are done for.
