Air Traffic controllers dont only work in Towers. They also work in dark rooms with no windows and look at green radar screens all day and night which are the tracon controller they control aircraft around airports below 18,000ft. Also they work in nice spacious lighted rooms in normal buildings called En-route control and control airplanes above 18,000ft

Sure. Why not? You are at your work station mostly looking at your computer and radar screens. If you look out, you are probably looking up. Lots of people afraid of heights don't have too much trouble in a building. I'd say it is like asking if that person can become a lawyer as maby Urban law offices are in sky scrappers.
