Can I increase the top speed on a 1966 mustang with a 289 engine and a c4 transmission by adjusting the transmission vacuum modulator?

No, the easiest way would be to advance the timing and add some octane booster to the gas

NO, not really. The modulator is more for the shifting of the gears.
