If you can boot from the CD you do not need the floppy. If you can not then download the files for a floppy boot disk from here.

There is also the possibility that a BIOS upgrade may allow you to boot from the CD drive.

If you have a cd that will not boot you can do the following.
Go to www.bootdisk.com and get a boot disk from there that contains cdrom support.
Once you have this you can copy the contents of the cd to a folder on your drive, then use a cd burning program to remake the cd.
What you'll need to do is copy the .img file you get off of bootdisk.com in to the same folder then tell the program you want to create a data cd and select the option that also allows you to add a boot floppy as well and give it the .img filename.
This copies the boot file to the cd first, then adds the other files so that the cd will boot.
Also another reason your cd may not boot that you have now is that your bios may not support booting from cd.
If this is the case then your stuck with the floppy method.

the OEM disk is bootable, you don't need a floppy.
