It doesn't really matter what TIME as long as they get atleast a 30 min to an hour walk each day. That doesn't include run around play time... dogs just need to walk with you. If you live somewhere where the weather is super hot durring the afternoon you might want to go when it's not so hot, other than that there's no best time.

Whenever it is convenient for them or cooler in Fl. I used to be a closer at fast foods so walked the dogs when I got home at 2 a.m. Now I take them to the dog park, dog beach or for a walk at 7:30 a.m. and the rest of the day I let them out in the yard every 4-6 hours.

Yup out at 6-6:30 every morning with my Goldens. We walk for an hour each morning.
Play for the good part of the day and then a short walk in the evening.

I walk all my dogs once a day, they really dont need much more exercise than that, and i walk them about an hour before dinner, makes them hungrier, makes them sleep better at night too, so they arent up barking all night and annoying the neighbours. They are all large, so their barks are pretty large too.

the best time that fits for you is probly the best time. Some people do it after dinner to walk off some of the calories they've just gainned.

We go at around 8:30 pm because it's cooler outside, and I am not a morning person. During the winter we go at around 12pm, but I can't do that now cuz it's too hot outside. (I live in AZ.)

Are you walking your dog for potty or pleasure? If its for potty, think about yourself in comparison to your pooch. Morning, noon & night. Try to be consistant with the timing so his system gets used to going potty at those certain times.
