Is the upgrade to dx 10 really that much of an improvemt from dx 9? Is it worth getting Vista for dx 10?

Let me just tell you that Vista is a cool OS, but every game that you play in Vista will performance really bad. The only game that I have played on Vista that works great is Shadowrun (this game has gone to hell without patches since day 1).

I dual boot with XP and Vista, but I don't ever go onto Vista unless I want to play Shadowrun. Vista greatly reduces gaming performance of every game that I have tried.

Dx 10 is not worth upgrading too right now. There are only 2 games that support Dx10 and they are Company of Heroes and Lost Planet. Upgrading to a 8800 is a good idea, because it is the best Dx9/10 video card out on the market. Thats if you always want to be top of the line. Do not get the 8800 Ultra it is highly overpriced and worthless. It performs near same as the GTX version. If you have the money then bust out for that 8800 GTS or GTX. Its truely up to you.

At this point, no. I have no plans on doing it anytime soon personally. The time really to upgrade is when a game comes out that you want to play that requires DX10. For me probably not for another year and a half since I don't play FPSs, all of which the pioneering games will be.
