They can issue a ticket for anything. That doesnt mean the ticket is any good.
But if it is parked on private property, you can beat the ticket by simply stating that you havent driven it and were not planning on driving it until the crack was repaired.

It depends, if this is a popular "Hang out" and you are not the owner of the property or have permission to be there, then yes they can. If this is your property, then usually without a warrant no they can't unless they followed you on to the property from a public roadway, however every retail store parking area is considered "private property in the sense of the word, so if you are saying that you were in a parking area, that was owned by a mall, and it is posted with something like "Mall patrons only" well then NO, that parking area is still considered a public area as far as the Police are concerned.

It depends on the location. Because if its YOUR private property than no, they can't. because you can say that you never drive the car.
However, if its private property you do not own or rent, (ie mall, movie theater, store, public parking lot) then the police officer can assume that it was DRIVEN There illegally with the cracked windshield and ticket you for that, as the only way you can get that car out legally is to have it towed away.

At the request of the property owner or his designee, manager or security officer..... the police may issue tickets for parking in a marked disabled persons spot (blue curb) in a no parking zone (red curb) loading loze (yellow curb) limited time zone (green curb) or reserved space (white curb) but also know that a private owner can tow you vehicle off the property as long as it has been posted for 24 hours. so if you were in violation of the law you might want to count your blessing tow and storage fees are a lot more then a parking violation

Wow, I wouldn't think they could do that unless the car was being driven. It seems a car could be not street legal and still sit in your driveway. They couldn't ticket a car for not having a license plate, or a cracked windshield if you had it out for sale I've seen cars sit for weeks on main roads like that. Seems strange.

I have heard of city ordinances that made it illegal to have a vehicle that was not street legal parked anywhere that was visible form the street. I promise, the windshield IS visible form somewhere that is not on your property.
